I do not think it is md the doublr area is not flat it looks like the photo NGC variety photo

Definitely an RPM. I'd try some pure Acetone to try to reduce corrosion, followed by some verdicare, pure water spray, and air dry.

It looks MD in my opinion I don't see any matching in copper coins or v v

The mintmark was repunched north or south; the impressions are of equal depth, and it's hard to tell which came first.

I'm thinking MD, the date has MD, I think the Mint mark is just showing it a little stronger.
