I agree that you have a nice example of a minor MAD with this quarter. Best would be if some of the design elements had started to fall off the edge.

Thanks CCF! It's a struggle with this cheap USB scope so I'm doing the best I can. Maybe one day I'll upgrade.

What may have also been also affecting this coin is die tilt. Keep in mind how we understand Machine Doubling. This maybe an issue also with the machine movement during the striking process. Not sure how fast coins are struck, but probably more than one per second. Any looseness in the machine might be causing this issue. (Thought came to me the other day) My theory. Probably the best way to test this out is when you open a new roll of coins, if you find one that has the look like a tilted rim, check to see if any others in the roll show the same exact event on them. If they are an issue with a tilted die, there should be a few per roll. If it is as I suspect, you may find one or several. If they are exactly the same, then the tilted die issue could be causing this. If we find few and they are all different, it maybe a machine issue. So when opening OBW rolls, watch for this to test out my theory. Thanks. Keep us posted in a new thread when you find this out, either way.
