Definitely not worthy to submit, even if they are in absolutely perfect condition.

Potential value after grading would not justify the grading and shipping fees.

Just keep it in the capsule as pictured.

Maybe to get a Cameo designation? Lots of these exist but this example looks nicely struck. What does the shoulder strike look like? Any pitting, or all filled in? Hard to tell from scan.

If it could grade at least PL-66 UHC, then it would worth it, but I agree with Scissel...if you like your coins graded then go for it.
