That is a die chip. As the die ages, it breaks down and a piece fell off the die. When this happens it leaves a void in the die and the metal fills the coin even if the void is deep and it comes over the top of the device. (The chip took metal that was below the normal design, thus it is taller than the design like on your coin. Chips are common to find.
