to CCF. Looks like is was heated or exposed to some type of acid causing a bubble.Maybe a dug coin find from a metal detector.

Hello Lucretia and welcome to CCF. We see clad coins with these odd bubbles on them with some frequency and as mentioned by @john1, generally ascribe them to high heat.
