Not an RPM. Probably just a Gas Bubble.

Possible split plating on the bottom of the mintmark? Toothpick test to see if it collapses?

Under the mintmark or inside of the mintmark, can you see gray color showing? If so, the zinc is exposed. I don't see this as a RPM, as it doesn't look like a mintmark punch in shape. So if the gray is not showing, then the die may have been reduced by polishing (is the date and mintmark would be reduced in size) or a die dent may have made a incuse area on the die, leaving raised area on the coin. Just noticed the weakness on the right side of the jacket. So I'm thinking it is a die polishing issue.

Just noticed the circle around that area. A second clue it was having issues with the split on the planchet. Note the ring I'm talking about. On the copper planchets we often see a ring, but that was an issue with carbon spots altering the color:

Note the discoloration to the left of 'IN'. It turned the coin a nice toned color, but not a good thing for a coin though on this one because of the car spot and the ring it spread the color out on this coin.
