I'm thinking this is just old damage that was worn down. It doesn't make sense for a Class VI doubled die to make one letter have extra thickness but the one next to it nothing.

The shape of the devices would still show contour. The contour is altered on you coin. Also the overall doubling would be consistent on a doubled die.
