Received 10.23.2019 "19RD Birth Set 2019." The obverse of the 5 cent nickel is a golden hue and the reverse of the coin appears normal. Should I returned the set to the U.S. Mint?

I would. Any toning, regardless of its beauty or lack thereof, is damage to the surface of the coin.

I've seen that yellowish toning frequently on moderns, particularly the Statehood Quarters. I believe it is a result of improper storage so it is surprising to me that you received one like that directly from the U.S. Mint.

The ammonia wasn't washed sufficiently, thus causing the yellow, which will continue to darken.

Something was going on at the mint. I have a few Prestige Proof sets with the commemoratives beginning to show similar tone. But that's after thirty plus years, not less than one. Odd indeed.
