Can anyone tell me what happened to this quarter... I can't find anything else that looks like this one anywhere. Was it printed on a peso or?

Looks like some adhesive, probably glue, which is the yellow area. The circular mark at the center is intentional damage from an unknown mechanical operation.

It's a spender.

I see no possible way for that to happen. Maybe squeezed in a vise with a metal washer? Not an error and is a spender.
