@mc9, this could be from mechanical removal of the metal (like grinding). If the coin is thinner than normal, it may also be from an acid bath. In any case, it isn't a mint error.

Since it is both thinner and smaller, I pretty much guarantee you it was once used in a vending machine as a dime.
