Not sure but this stamp looks like it was on the blank stock before it went into printer? I tried to find out what the stamp was, but did not find anything. I think its some kind of date mark? Thanks for the help.

that is a teller's stamp, from a bank. Not an error, just PMD.

I'm not a coin guy, but I'm guessing PMD means post Mint damage which is an appropriate description for those shiny metal discs but doesn't apply to paper money. I do get the point being made.

I agree with Mr.Fox and would describe the OP's note as having post BEP damage....we see some type of this on a weekly basis around here. Not a legitimate BEP error.
