I don't see how another letter would have existed there, given the position. That's the C in VICTORIA, correct?

It must be die chips, damage, or a combination of the two.

Looks as if they made a restrike over an older design. More letters have anomaly-like features, even the date 186 and the 1 especially. Appears that there is a maller more narrow 1 beneath it.. Maybe some kind of variation?
