I came across this in 1978 that look a little unusual. So I put it on the scale and it weighs 2.85. is it possibly on a foreign planchet & is it worth getting checked out?

The one on the left is that Penny in discussion the one on the right is a normal weight.

I see a Denver on a dime for that year, but nothing from Philly. You would probably have to check to see if any foreign coins were made in Philly then. The color looks spot on to me though. Maybe it's just over weight

But it should weigh 3.11. It is a copper planchet coin. What does the reverse look like?

You're right, thin then. Is it any thinner or smaller than the other coin?

In 1978, Philadelphia minted a bronze Dominican One Peso (KM 48), but that coin weighed 3.1g. Philly also minted a bronze Panama Centesimo (KM 22), and that also weighed 3.1g. All the other foreign coins I could find that were minted in Philly in the 1970s were aluminum, nickel, copper-nickel, or silver.

In the absence of any other evidence, one must go with the most prosaic explanation and conclude that this cent was struck on a planchet derived from rolled-thin stock. Occam's Razor is a valuable tool when sizing up multiple working hypotheses.
