1989 Proof Set With Minting Error Penny?

It looks like only the center of the coin is struck proof, also the date is unreadable. I hope you can help me figure out if it's just some weird toning or a minting error? Thanks! Do you see any cracks or splits in the plastic case? Crack the set and save the rest of the coins. This cent is toast. ANA ID: 3203813 - CONECA ID: N-5637 Clean a coin that may be worth collecting?
