It is a combination of Machine Doubling and Die Deterioration. The side of the devices that are towards the rim is the DDD, the MD is on the devices on the affected areas closer to the center. Not hub doubling. Just die aging and damage to the devices right after the strike. Also figure in flattening from circulation. (the coin is almost 20 years old and has probably been out there the whole time.
