I like searching bicentennial quarters for their known errors but when I examined this particular quarter, it appeared to have a die clash. I want confirmation if this is an actual clash or just a scratch.

It doesn't seem to match any clash marks that I can see.

Here's an overlay of the 1976 Washington quarter. You can check for clash marks on your Bicentennial coin with this.

I think it's just a scratch. It looks like it has raised metal around the mark.

If it is raised, then it would be a die issue. (die gouge is possible)
If it is level with the field, then it is a stain.
If it is incuse (sunk into the field, then it is damage. (Coin scratch)
To me it looks level with the field from the image. It does flow the flow lines so it not die wear.
