VF details. I think the scratches across the bust line are too severe to warrant a straight grade

I say its VF20. But graded VF25

VF25 - no signs of damage either, mostly I run across holed and repaired examples, this one is spectacular - just a really old honest worn coin.

In hand they do appear to be adjustment marks. The guy who graded this must have been having a bad day

I'd have to double check against some of my own, but off the top of my head that cert number looks like it might have been around the time a while back when they were insanely tight.

I would have said VF-20. F-15 is REALLY harsh for that coin. Did you buy it for F-15 money?

 adjustment marks not damage, damage like that would affect the rim edge and denticles. Undergraded by a couple points IMO.
