The " Red Book" shows several Kennedy half dollar dates with a "C" notation which means "Not Issued For Circulation". (few examples 2002 P&D...2003 P&D)
I'm guessing these are purchase from the mint only or in the case of the examples - purchase from dealer only who ordered from mint.
Is this correct?

pretty much... with halves though you can often find these NIFC coins circulating in rolls.

They were available in mint sets and also sold by the Mint in rolls and bags for a premium over face value.

WELCOME TO THE FORUM.
You will still see some in circulation occationally and that is probably due to coin collection thefts. Also, some people just spend coins out of a collection they received from a relative through an inheritance.

Another reason for finding the Not Released coins in circulation is because some collectors order the rolls and bags from the mint, search them for top grade or error coins and then just dump the rest of the coins at the bank.
