Blank-1-Cent-Planchet-Info

Recently did some roll searching and I found 2 blank copper planchets. The one for sure is a 1979 or prior weighing 3.26 grams. The second one is a little smaller and thinner weighing 1.40 grams. Question is what coin was it intended for?

Not a Canadian coin blank.
