Is there a way to clean up some of the dirty spots on this coin such as around the date area? Or just leave it alone.

Acetone may help, but I'm thinking this is corrosion and is probably there for good.

If acetone does not work, I would leave it alone.

If it was my coin, I would just leave it alone and throw it in a 2x2, but I do acknowledge that an acetone bath might reduce the spot.
