I just see Machine Doubling. Note all the affected areas are incuse. A doubled die would be raised and show a contour. Above the LIBERTY between the devices and the rim is die wear. Same on motto to the the left side of the devices.

I think we're looking at MD with circulation wear. Maybe others will see something else.
