2018 Polar Bear Toonie, Big Strike Through & Dot Above Date

So I just got home from going to town and I checked my change for anything interesting and I came across this 2018 Toonie with a big strike through with 2 smaller ones in front of the queens mouth, not only that there is what looks to be a Dot right above the date.

yep. looks like a strike through to me..

Whatever it struck through must of been fairly big because the crater it left is pretty deep, it does not look like it in the photos but its about 1mm at least. Also on the left side of the coin above Elizabeth you can see what looks to be either die scratches or wear, its in the exact same place on the reverse as well.

Are strike throughs like this common?

Is the dot raised or incuse?
"Dipping" is not considered cleaning...

By the looks of it I would say incuse, looks more like a crater and doesn't look raised.
