1994-D LMC Looks Like A DDO?

While looking through some of my cent rolls I came across this one, its a 1994 D Lincoln Memorial cent, looks like strong doubling on LIBERTY and noticeable on the 9's.

Do these look like a DDO?

FG on the reverse looks doubled as well, but it might be MD.

I'm thinking this is Die Deterioration Doubling, but clearer pictures would be helpful in garnering more opinions. Wanted to make sure your post didn't go ignored, though.
