I do not think it is a DDO. Retooling? MD? Major die abrasion?

I know this is the tie area but it was hard to orientate this image in my mind. Have you done an overlay?

It looks like a fairly Early die state without much die polishing or scratches.
The anomaly appears to be an outline of the higher parts of the design edge of the tie & neck. The center part of the die is where there is doubling, lots of times after the second hubbing, if the hubbings aren't lined up properly.

Maybe it is from the working hub?
Words of encouragement are one of the major food groups.

While they have in the past have tried engraving on this area to enhance the design. But this would leave a flat shelf look on this area. But I'm not seeing this here on this coin. To me it looks like a die chip or die wear look starting? If it is not seen on all dies that year, then it is not a master die issue. If it happened on several dies, then it might be a altered hub issue. If this is seen on a few examples, it could be a die issue. If it is seen on only this one coin, then it might ne a coin issue. So if might take a little more research to determine which it is for sure. (Just my thought processes of weighting out what it could be. Thought I'd share that) So save this coin and we will check into this further.

Thanks coop. Its definitely somewhat of a interesting neck line. And COOP I also hit this one with a cloth and this time it did not come off

Looks like the over polishing may have affected the die in that area. Note the die scratches are affecting that area a lot. So the polisher may have tilted a slight bit into the void of the die, causing the issues you are seeing on your coin.

So if its a Polishing issue then there would be more out there like this? I only found one from the roll.
