If the second set of letters were normal, it would have been a Rim-restricted Second Strike. As these letters are incuse and reversed, it's just damage from contact with another cent. It may have been a vise job, but there's no way to tell if it was accidental or intentional damage.
I see this coin as a spender, not an error.

I just know what Mike put on his web site. I don't think he means a doubled strike, but perhaps like Machine Doubling the die bump the rim area and left the tops of the letters in that location. (the only area that the die touched the rim)
