As these letters are incuse and reversed, it's just damage from contact with another cent. It may have been a vise job, but there's no way to tell if it was accidental or intentional damage. I don't think he means a doubled strike, but perhaps like Machine Doubling the die bump the rim area and left the tops of the letters in that location.
