It could be damage/circulation or even a partial collar. Just can't tell yet from the images.

Looks to me like the coin was in something that is corrosive to copper but not to nickel. The copper ate away and the nickel survived. It's definitely not a partial collar strike...the reeding goes from side to side unbroken.
