hi.. 1982-D penny copper does the 8 look smaller on top ?

That's because it is a Small Date Variety.
The Large Date Variety has the larger top.

Asleep at the wheel or my brain was backwards.
Somehow got it reversed. Of course that's a Large Date

Actually the coin pictured is a large date. The 8 looks normal for a large date.

I think we missed the real question here, regardless of the LG or Sm date the OP's question is this:

And the answer to that is, Yes, the upper loop of the 8 is smaller than the lower one and that is normal.
