Looks like a plating bubble to me. A spender in my opinion.

A plating bubble is trapped air/gas under the plating of the coin (Very common). If it pops, then it will expose the zinc inside and then the coin may begin rotting, hence the name zinc rot. I suggest spending it before the rotting begins.

@TP, you can confirm that @ch27 is correct by pushing down on this area with a wooden toothpick. It should flatten somewhat.
