88P Roosevelt dime- What is that metal below the middle acorn on the reverse, die chips / die clash from the obv?

I also posted a NORMAL 1988P Rev, showing the same area, which is empty, for comparison.

I see scratches...I don't see 'extra metal'.

Here is a picture with an arrow pointing toward what I think is a piece of raised metal.

Is this what "scratches" really are?

I don't see it as raised metal - I see it as some crud on the coin.
