Maybe a stain, or an outline of a chip. I can't tell if it is raised or not. If not, then it is a stain/or some adhesive on the coin. If it is raised, probably a chip chip.

It could be a die chip, but I might give this coin a bath in acetone and see if that little bit on the number 3 pops off of the coin.
