If you are referencing the lines crossing Lincoln's shoulder, I believe those are a plating issue, i.e. linear plating bubbles.

Thank you all for checking in! Being the first time I've seen this type of bubbling, I was completely miffed by it.

My eyes may be deceiving me, but it looks like there is some type of doubling on the date although probably just Machine Doubling. Once I get better equipment I'll post some magnified pics.
