It's very hard to assign a grade encased in plastic and small pictures. This variety is widely counterfeited/altered as it is rare and expensive.
If genuine and untampered, it is most likely EF45-AU55 ($6K - $8K). Again, it's very hard to make an accurate assessment with those pictures. If you can free it from the plastic and take some close-ups, we could offer better opinions.
If you intend to sell it, get it certified and graded first (PCGS). That way you can eliminate the low-ball offers.

.... to the Community! To bring max money your coin needs to be third party graded. It may also need expert, professional conservation. Under no circumstances should you do ANYTHING to this coin to try and make it "shiny and purty". Do not clean it, wipe it or mess with it! To do so WILL destroy a significant portion of its value. Your Grandpa had a good eye for value! Congrats!

I think the coin is genuine, although a better reverse pic is needed. The 1916-D Merc is one of the most counterfeited US coins ever, so authentication is a must. I recommend PCGS, and you can go to their site for a list of authorized dealers that can submit it on your behalf. If genuine, Its likely a high XF piece, maybe AU depending on how much luster there is. The 1916-D is VERY tough to locate in mid grades like this. Most of them are heavily circulated so this is a really cool find!

Try to get it authenticated. If it is fake, I am not sure what you will be charged, but if it is real, it is a worthwhile investment to get it graded. Then, find the best way to sell it. Remember, people in pawn shops are looking to make a few quick bucks. If they gave you that high of an offer, they KNOW it is worth more. Nice find!

I too would like to see better photos especially of the reverse before making comments as to value. That said, as already mentioned, this is one of the most counterfeited coins around, and we're not going to tell if it is real or not from photos alone. Send it in to be graded and let us know the results. Good luck! to the CCF!

And WOW! If that is real, it's worth a lot. Glad you didn't sell it to that guy that offered that low amount. Have it graded by PCGS.
