No that is not just damage. If this is raised, then this coin might haven been struck through copper foil

Too bad that this coin wasn't found before it circulated. I think it's struck through copper foil error, but part of the copper has broken off. The zinc core has started to deteriorate and the overall condition of the coin is too far gone to be valuable.

I would put it in a 2X2 and save it until I found the same error in better condition.

It's an interesting coin.
