At first I thought someone just scribbled on a bill but after looking at it closely and seeing it light up under a black light I'm unsure enough to ask you guys your opinion

Somebody scribbled on it with a ball point pen. I don't see what else it could be.

I thought about a counterfeit pen but a bank teller told me it wouldn't be that color. She could be wrong. I'm tempted to try different inks on a bill to see how they react to a blacklight

Wiped it down with a wet paper towel and took 2 pics in different ways...what it says I don't know.
