I circled the areas in question in black then drew a blue line where it seems to shows somes notching the l in liberty is thin it doesn't seem to be a weak strike.

Not a DDO. Looks like either a Struck Through Grease or over polished die issue. The date looks like hits from circulation.

The devices are thinner, it can't be a Struck Through Grease issue unless there was a partial blockage of the devices on a certain direction. But it is an over polished die issue. [RED]What makes me so sure. A grease blockage would not be equal on all the devices like your coin. It is an over polished die issue. When the dies are over polished, the fields are removed/thinned. This affects the devices buy reducing the height of the devices:
