Hard to say exactly what it is from those photos but if it is raised, then I can say it is not an error.
There is no way that could happen during the striking of the coin.

It looks like whatever that is called.."pickel" in german happened before the strike maybe? Due to the lines going over it?

It is some kind of an error, but what exactly I don't know. The picture comes from this German source, it's in German but has translation options.. although I can't find an instant explanation unfortunatly about how the error is formed. Translated it's like a pimpel: http://www.sammler.com/mz/euro_abar...rd_cents.htm

I'll post some of mine examples soon, maybe someone here has an explantion with better pictures.

No problem, I am also looking for the answer.. I have several of them but can't find the pictures of them at the moment, only this 2 Eurocent from France. I will post some later when I find them. It looks to me as if these pickles / pimples can burst open, so maybe it has to do with heat and weak spot or debris in the planchet?

These pickles / pimples are not the same as a die-break or another die error (as seen below on the pictures of a Dutch 2 Eurocent. Any input or information on this topic is welcome

Possibly this is similar to what happens with United States copper coated Zinc cents. The Zinc starts to corrode underneath causing the bubbles. The Eurocent is copper over steel.
