Looks like a double clipped planchet. I can not imagine this was done by someone at home or PMD, but if anyones has any ideas..?

it looks to me like somebody ground or filed the edges. It does not look like a clip.

I was thinking this to the first time but the edges are to smooth for filing, just looks to perfect withouth any damage to the coin.. But who knows you might be right..
