Found this the other day and just having a chance to get back around to look at it. What does everyone say, can't tell what's going on around the neck, chin, nose, cheek the back of the head and especially the eye. Thanks everyone!

What you're seeing is Machine Doubling. It also appears to have had some serious polishing to remove clash marks.

Also on your coin you can see heavy die flow lines identifying this as a later die state. Also the 'halos' you see around the base are from heavy die polishing to remove reverse clashes on that area.
