Looks like a disk of copper that someone hammered a quarter into and a nickel into. Notice how the words are backwards? Strictly man made, not a mint error.

Yes, someone tried to create the impression from both sides of a quarter by sandwiching a Copper disk in between Two quarters with opposite sites kissing the disk through a Vise.

Maybe an attempt at a fake set of dies? The disk is made of a softer metal, but it would still take thousands(?) of pounds of pressure to make the full impression of the coin. I'm sure this kind of thing has been tried over and over. It makes me with I had access to an industrial metal press.

Even if they have nothing to do with the mint, I'd put them in a 2x2 and keep them. They're interesting!

ANA ID: 3203813 - CONECA ID: N-5637 Clean a coin that may be worth collecting? Please DON'T! When in doubt, leave it dirty!!

Besides the mirrored devices, what else tells us that this was not a mint error? Hidden answer below.
The rims of the coin transferred on to this area is showing where the rims are. If it were struck with a die, the rims would not be present.
Highlight the open area between these lines.
