I am blown away as to how the lines are in the exact form of the building, is this die abrasion?

Correct. Often used to remove imperfections from die gouges, die clashes, die dents, Feeder Finger Damage and other things. There may have been Feeder Finger Damage to this die. The die was probably fairly fesh when this happened, so they tried to squeeze a lot more coins with saving this die.
