Hi gang,
I heard that running ink on a note bring some value. Can anyone tell me if this note and ink error below bring any value to this note?

I do not believe it's significant enough to demand a premium.

What would one have to look like to demand a premium?

Unfortunately I do not own an example and I looked through Bart's Error guide for a picture. The guide showed under inkings on serial numbers and the general consensus was that at least one number has to be illegible. I'm guessing the same holds true for over inking. The OP's note is magnified and probably wouldn't look to be all that bad when viewed without magnification. (full photo of note). Personally and respectfully, I wouldn't pay anything above face to own the note.
