I have to say I don't own a proof coin or ever seen one in person. So I can go by what I read, they have a mirror like finish. Of course being circulated, I'm sure the finish of a proof wouldt be as profound. Of course I'm just speculating. This is the brightest coin I have ever came across. Found this roll hunting.

It's the one in the center. I added random coins around it to show how it's glossy look pops out. The bottom row is all brand new 2019's, we all know how bright they are.
No, not a proof. Believe it or not, that's the way they come from the mint! The luster diminishes from circulation. A 1990 proof cent would have the mintmark "S" (for San Francisco) under the date.
I would suggest you buy a common proof single on ebay so you will understand what a proof looks like. You can find the common pieces often for about $3 or $4 including shipping.
