Your second photo appears to show a bit of 'wavyness' or dimpling, which could suggest a plating issue. The dimpling might be the result of your posted photo being a low resolution .jpg image. Hard to tell without having the coin in-hand. The first photo looks promising. Any chance you could take another straight-on pic?
Sadly, coins coming from mint sets are not always MS70 quality. I have several hundred US mint sets--some coins are fantastic, others aren't.
Submitting for certification is a personal matter--your call.

It's definitely a beautiful coin, but I think the scratch under the eye keeps it from a 68.

Is it posable to take it out of the holder and take some pictures? Its always best to take pictures out of the holders if you can. Its in a 2x2 it might make it look like it has issues that might not be on the coin.

I'd like to see better (perpendicular) pictures out of the 2x2, properly lighted, sized and cropped. Going by what I can see....this coin is minimum of 67RD. It appears to also be very well struck. These are known for displaying lines that can appear as light scratches in the fields and devices due to a weak strike. Also, weakness in the hair area, especially the top of the head is the norm. Since the pictures are limited in what they convey and you have the coin in hand, I recommend you take a look at images on ha.com or PCGS.com and do some comparisons. @BadThad that coin's a true beauty. I really do think you should consider sending some of your coins to get graded, as a lot of the would probably get MS68.
