On the Obverse at the bottom looks like some kind of strike and on the Reverse side at the top on top of the U in EPLURIBUS thanks for your help

@gypsy, sorry but for sure that is damage rather than a mint error. This coin has several rim bruises.

It would be impossible for that to happen during the striking of the
coin while it was retained in the collar. PMD
