Looks like glitter and bag marks...soak it in acetone, glitter should slide off...IMO no added value

@mc, that is odd--the US mint isn't putting holograms on quarters so it must have happened after these coins left the mint.

Yeah but weird things happen. I noticed the one on the reverse is raised right where that die crack flows. Not sure if thats good or bad?

You can actually see every detail matches up. The question is would it look like that if pressed and glued

If it's raised around the edges like appears here that would take alot of force I imagine.

I am a little amazed at this. In pic 1 it shows the glitter touching the forehead, in pic number 3 (same coin) the glitter is moved away from the forehead.

I just used different lighting. Why are you so confident it didn't leave the mint that way, what makes it different than other struck through items that left the mint. Not that you're wrong, just curious what tells you that?

IF the US MINT were to mint a holographic coin it would be big news. They have yet to release a holographic coin to my knowledge.

I was thinking more sloppy worker or working conditions at the mint type of scenario. I think we've done a commemorative coin with a hologram but nowhere near 94. You would think if someone was trying to get away with a scam they'd pick something more believable.
