1993 Washington Quarter DDO - Opinions Needed

Please take a look at this quarter, specifically the Obverse. Not sure if this is just Machine Doubling or a Double Die. Comments welcomed

Appears to me to be Machine Doubling.

As mentioned there it is Machine Doubling. But something that does widen the devices also is circulation damage, that is also present on your coin. Another thing that can widen devices is called die wear/sometimes Die Deterioration Doubling. ( DDD) Your coin is not showing that though. (How can I tell?) When die wear happens the motto will have the device on the left side of the motto larger than the devices on the right side of the devices. As die wear happens the devices closer to the rim move that direction. Here is an example:

So seeing the inside devices smaller than the outside will tell you it if is a die wear issue. If they are enlarged and look wider, circulation flattening has happened to the coin.
