Looks to me like glue.
Can't see how that would happen during the striking of the coin.

If the "error man" that you mention is the one that I'm thinking of, I'm surprised he even recognized it as a coin. His track record is far from stellor.

The coin is missing alot of its material it is not ontop of the coin but recessed in. Take a look at the letters Canada
multi layered lettering.

also the other side of the coin is normal. And I have had quite a few coin dealers look at the coin and they also say it is an error from the mint.

If the obverse is normal, looks like someone did a poor counter stamp on a loonie, Does it look better in hand or lots of damage ?

I wonder if the mysterious Error Man will jump in and shed some light on whats supposedly going on here... I'm leaning towards photoshop, theres too many spots on that first image that make no logical sense. If all of the areas in question are raised Off of the coin than how do you see the lettering in "CANADA" through all of the raised areas clear as day, if they are raised than the "CANADA" should be completely hidden if it is covered, same with the PRC mark, I can only see that happening in either a vise job or photoshopped with a second image over top and the transparency set to 40% as it will give this same effect.

I think we need good clear photos of the full obverse and reverse before any solid opinions can be given IMHO..
