It looks like some of the letters in WEST VIRGINIA are thicker than normal

A little hard to tell with that reflection but if anything it would be Machine Doubling.
Don't t forget those letters are incuse so the opposite effect is in play.

Also this is not a DDO, but if the coin had a doubled die, it would have been a DDR. The DDRs are on the central area of the design. Not on the incuse devices on the outside rim. (70% of the ATB reverse show slight-large Machine Doubling on this area)
