Looks to be a slightly circulated coin, just worth bullion value. Not worth submitting for sure.

AU-53 . A 64-D Dime would have to be at least MS-67 or 68 to be worth sending in for grading .

Very little is worth grading but if you feel you can get your grading cost back than the answer is yes. In this case the coin is worth $1.30 so you can check the math to see it's not worth grading but I've seen people grade worse.
