It's normal, seems to have been cleaned harshly though, to a point where it has lost a lot of its weight.
The average weight for 1982 cents and below is 3.1 grams. So the coin has just been so cleaned that its taken off some of the metal and plating.
Nothing special.

That rim makes me think that it was a Dryer Coin for a while.

 to CCF. It does look like a Dryer Coin or an early stage spooned coin,either way PMD. A copper cent weighs 3.1 grams +/- .13 grams mint tolerance and a copper plated cent weighs 2.5 grams +/- .10 grams mint tolerance. John1

What about it being thicker than the other cents. It also appears to not be as big in circumference

Looks like someone removed part of the thickness polishing the devices off the coin, and then put it in a commercial dryer to make it look like an error coin. Just PSD. The thickness of the planchet metal was reduced and then dryer reduced the outside border, making the rim area thicker.
